MGR-26-004: 2025 Crop Year Abnormal Cotton Ginning Delays in Texas and Oklahoma

BACKGROUND:

In areas of Texas and Oklahoma, an increase in planted cotton acreage and subsequent high cotton yields have caused abnormal delays in the completion of the ginning process of harvested cotton production for the 2025 crop year. As a result, many cotton insureds in these two states will not have gin records of their 2025 cotton crop available by the Insured’s Production Reporting Date (IPRD).

BACKGROUND:

Per section 6(b) and 6(c)(2) of the CLIP Policy Provisions, the CLIP policy will be canceled retroactively to the earliest cancellation date for the underlying Revenue Protection (RP) crop policies when an insured fails to meet the requirement to have at least two underlying RP crop policies with each RP crop policy having at least 10 percent of total RP crop liability.

BACKGROUND:

The Department of Agriculture (USDA), Risk Management Agency (RMA) is required annually, in accordance with Appendix C of the Office of Management and Budget (OMB) Circular No. A-123, Requirements for Effective Estimation and Remediation of Improper Payments dated October 20, 2014, and the Payment Integrity Information Act of 2019, to estimate and report an improper payment rate using a statistically selected, statistically valid sample of policies for the Federal crop insurance program.

COM-26-004: Revised RY2026 SRA Appendix IV Review Matrix for Crop and Livestock Income Protection

BACKGROUND:

CLIP offers umbrella protection for commodities insured by two or more Revenue Protection (RP) policies. It allows for higher levels of coverage and may be a more cost-effective option compared to purchasing individual policies at the same coverage level. Starting with the 2026 reinsurance year, CLIP will be available for specific spring crops insured under RP plans in 13 states.
