BACKGROUND:
On May 21, 2026, the Federal Crop Insurance Corporation (FCIC) Board of Directors approved modifications to the Forage Production Insurance Program. Beginning with the 2027 crop year, the Forage Production Actual Production History (APH) plan of insurance will be converted to the Yield Protection (YP), Revenue Protection (RP), and Revenue Protection with Harvest Price Exclusions (RP-HPE) plans of insurance in select counties in California, Idaho, Iowa, Michigan, Minnesota, Montana, Nebraska, North Dakota, Pennsylvania, South Dakota, Washington, and Wisconsin. The existing APH plan of insurance will continue to be available in all other states where the program is currently available.
The Risk Management Agency (RMA) also made the following revisions:
Forage Production Crop Provisions:
- Add definition of “forage production underwriting report”;
- Clarify the forage production underwriting report must be completed and submitted before insurance attaches;
- Add and clarify references to prices and plans of insurance to accommodate the new yield and revenue plans of insurance; and
- Move cancellation and termination dates to the Special Provisions.
Commodity Exchange Price Provisions (CEPP) Section II – Forage Production:
- New CEPP Section II document, provides new definitions, references, values, and weighting factors to accommodate the new yield and revenue plans of insurance.
ACTION:
The following materials will be available by June 30, 2026, on the RMA website at www.rma.usda.gov:

Approved Insurance Providers (AIPs) must notify policyholders of these changes at least 30 days prior to the cancellation date, as required by the policy.
For the 2027 crop year, AIPs will automatically convert forage production policies insured under the APH plan of insurance to the YP plan of insurance, where the YP plan of insurance is available. AIPs must inform policyholders of any change in coverage on or before the cancellation date. If a policyholder wishes to select RP or RP-HPE, or make other coverage changes, the changes must be made on or before the sales closing date.
Forage production policyholders insured under the APH plan of insurance in the 2026 crop year who remain insured under the Forage Production Crop Provisions for the 2027 crop year will be considered carryover policyholders and will not have a break in continuity for insurance coverage purposes.
