COM–24-005: Compliance Activities and Results System (CARS) Upgrade

Background

The Department of Agriculture (USDA), Risk Management Agency (RMA) is upgrading the CARS application to the Microsoft Dynamic 365 platform. The upgrade is scheduled to be completed July 8, 2024.

Action

As a follow up to COM-24-003 sent April 16, 2024, all AIP members needing access to CARS after the upgrade is complete must submit a new 586F form only listing CARS 365 access on the form and establish a Login.gov account.

COM–24-004: 2025 LPRA Appendix IV Review Requirements Matrix and Conflict of Interest Review Clarification

Background

The Livestock Price Reinsurance Agreement (LPRA) requires Approved Insurance Providers (AIPs) conduct Conflict of Interest (COI) reviews. Livestock price insurance contracts were included in the Fall 2020 COI list but were removed from the Spring 2021 COI list. COM-20-008, issued on December 8, 2020, instructed AIPs to conduct livestock price insurance contract COI reviews in accordance with LPRA Appendix IV, Section III(b)(3)(A) beginning with reinsurance year (RY) 2021 insurance intervals of March.

MGR–24-003.1: Amended - Notice to Cease and Desist Agent/Agency Contract Terminations

Background

On March 15, 2024, the Risk Management Agency (RMA) issued MGR-24-003, Notice to Cease and Desist Agent/Agency Contract Terminations, requiring that Approved Insurance Providers (AIPs) cease and desist any cancellation of agent contracts until RMA completed its review of the information requested in the bulletin. RMA became aware that some AIPs were decreasing their federal crop insurance business in specific crops, plans of insurance, and geographic areas by terminating agent/agency contracts and decreasing their compensation to transfer the business to another AIP.
