Subject: A joint request dated April 23, 2021, to the Risk Management Agency (RMA) requesting a Final Agency Determination for the 2019 crop year regarding the interpretation of the preamble and section 17(f)(10) of the Common Crop Insurance Policy Basic Provisions (Basic Provisions), published at 7 C.F.R. § 457.8. Background

Severe drought conditions have damaged crops across the nation, especially in the West and the High Plains. The Risk Management Agency (RMA) recognizes the need for authorizing emergency procedures to streamline and accelerate the adjustment of losses and issuance of indemnity payments to insured producers in the drought-impacted areas.

Background

Widespread weather events such as flooding, excessive rainfall, and drought over recent years have resulted in significant prevented planting claims under the Federal crop insurance program. Given these extreme weather patterns and the need to provide producers ample opportunities to protect the nation’s natural resources, the Risk Management Agency has re-evaluated the interaction between cover crops and the Federal crop insurance program.

The 2021 CY harvest prices shown below are approved for the following plans of insurance: Revenue Protection; Area Revenue Protection; Revenue Protection with Harvest Price Exclusion; and Area Revenue Protection with the Harvest Price Exclusion. The harvest prices are applicable for the crops, sales closing dates, states, practices, and types indicated in the following table.
