MGR-22-010: 2023 Crop Year County Spring Crop Program Expansions

Background

The Federal Crop Insurance Corporation has expanded the number of counties where certain crops are insurable for the 2023 crop year having a November 30 through December 31 contract change date. The following attachment, 2023 Expansion of Existing Spring Crop Programs, lists the expansion by crop, state, and county.

Action

Approved Insurance Providers should advise producers of the expanded county crop programs for the 2023 crop year.

PM-22-072.1: Small Grains Crop Provisions and Processing Sweet Corn Changes Effective for the 2023 and Succeeding Crop Years

Background

The Risk Management Agency (RMA) issued Product Management Bulletin PM-22-072 on November 28, 2022, announcing changes to the Small Grains Crop Provisions and the Small Grains Crop Provisions were released at that time. The amended Small Grains Crop Provisions expanded revenue coverage to oats and rye, matching available coverage for barley and wheat. The changes are effective for spring oats for the 2023 and succeeding crop years and for winter oats and rye for the 2024 and succeeding crop years.

The 2022 CY harvest prices shown below are approved for the following plans of insurance: Revenue Protection, Area Revenue Protection, Revenue Protection with Harvest Price Exclusion, and Area Revenue Protection – Harvest Price Exclusion. The harvest prices are applicable for the crops, practices, sales closing dates, and states indicated in the following table.

PM-22-042.3: Crop Insurance Reporting and Other Changes (CIROC) Final Rule Effective for the 2023 and Succeeding Crop Years

Background

The Risk Management Agency (RMA) issued Product Management Bulletin PM-22-042 on June 30, 2022, announcing changes to several policies under the CIROC Final Rule. The Common Crop Insurance Provisions Basic Provisions, Area Risk Protection Insurance Basic Provisions, and 14 individual Crop Provisions were released at that time. The remaining regulatory Crop Provisions included in the CIROC Final Rule and conforming changes in non-regulatory Crop Provisions are planned for public release by their respective contract change dates (CCD).
