PM-23-047: Rainfall Index – Pasture, Rangeland, Forage Changes Effective for the 2024 and Succeeding Crop Years

Background

The Risk Management Agency (RMA) revised the Rainfall Index (RI) Common Policy and the Pasture, Rangeland, Forage (PRF) Crop Provisions for 2024 and succeeding crop years for the August 31, 2023, contract change date and for the 2025 crop year for insurance plans with a contract change date prior to August 31, 2023. The changes include:

PRF Crop Provisions:

PM-23-036: Hurricane Insurance Protection-Wind Index (HIP-WI) Changes Effective for the 2024 and Succeeding Crop Years for Crops with a HIP-WI Contract Change Date of June 30, 2023, or Later

Background

When provided in the actuarial documents, the HIP-WI Endorsement is available for both Catastrophic (CAT) and additional coverage for Common Crop Insurance Policy Basic Provisions policies.

The following changes are applicable for the 2024 and succeeding crop years:

PM-23-035: Actual Production History (APH) and Other Crop Insurance Transparency Final Rule Effective for the 2024 and Succeeding Crop Years

Background

The Federal Crop Insurance Corporation (FCIC) amended the Common Crop Insurance Policy (CCIP) Basic Provisions, Area Risk Protection Insurance (ARPI) Basic Provisions, and the General Administrative Regulations Subpart G – Actual Production History. The changes apply for the 2024 and succeeding crop years for the June 30, 2023, contract change date and for the 2025 crop year for crops with a contract change date prior to June 30, 2023. The changes include:

PM-23-024: Public Feedback on Prevented Planting - CORRECTION

Background

Prevented planting is a feature of many crop insurance plans that provides a payment to cover certain pre-plant costs for a crop that was prevented from being planted due to an insurable cause of loss. The Federal Crop Insurance Corporation (FCIC) published a Request for Information in the Federal Register on May 23, 2023, soliciting public comments on possible changes to the prevented planting provisions of the Common Crop Insurance Policy (CCIP), Basic Provisions.

PM-23-024: Public Feedback on Prevented Planting

Background

Prevented planting is a feature of many crop insurance plans that provides a payment to cover certain pre-plant costs for a crop that was prevented from being planted due to an insurable cause of loss. PM-22-042.4: Crop Insurance Reporting and Other Changes (CIROC) Final Rule Effective for the 2023 and Succeeding Crop Years

Background

The Risk Management Agency (RMA) issued Product Management Bulletin PM-22-042 on June 30, 2022, announcing changes to several policies under the CIROC Final Rule. The Common Crop Insurance Provisions Basic Provisions, Area Risk Protection Insurance Basic Provisions, and 14 individual Crop Provisions were released at that time. The remaining regulatory Crop Provisions included in the CIROC Final Rule and conforming changes in non-regulatory Crop Provisions were planned for public release by their respective contract change dates (CCD).

Background

When provided in the actuarial documents, the Hurricane Insurance Protection-Wind Index (HIP-WI) Endorsement is available for both Catastrophic (CAT) and additional coverage for Common Crop Insurance Policy Basic Provisions policies.
