Background 

Cool spring temperatures in the Pacific Northwest have resulted in the late development and maturity of apples. Apple maturity and harvest remain behind schedule by up to two weeks due to the cool temperatures and late development in the spring. The Risk Management Agency (RMA) has been advised by the Washington Tree Fruit Association that many insureds, despite their best efforts, will not be able to finish harvest before the calendar date for the end of the insurance period (EOIP) of November 5 (Fuji variety November 10) as a result of these insurable causes.

Hurricane Irma has caused catastrophic damage in many counties in Alabama, Florida, Georgia, and South Carolina. The Risk Management Agency (RMA), in conjunction with Approved Insurance Providers (AIPs), recognizes the need for authorizing emergency procedures that will streamline determinations on specific crops to accelerate the adjustment of losses and issuance of indemnity payments to crop insurance policyholders in impacted areas.
