MGR-21-004: Prevented Planting (PP) Cover Crop Relief

Background

Widespread weather events such as flooding, excessive rainfall, and drought over recent years have resulted in significant prevented planting claims under the Federal crop insurance program. Given these extreme weather patterns and the need to provide producers ample opportunities to protect the nation’s natural resources, the Risk Management Agency has re-evaluated the interaction between cover crops and the Federal crop insurance program.

PM-21-039: 2021 Crop Year (CY) Common Crop Insurance Policy and Area Risk Protection Insurance Harvest Prices Announcement

Common Crop Insurance Policy & Area Risk Protection Insurance 1

The 2021 CY harvest prices shown below are approved for the following plans of insurance: Revenue Protection; Area Revenue Protection; Revenue Protection with Harvest Price Exclusion; and Area Revenue Protection with the Harvest Price Exclusion. The harvest prices are applicable for the crops, sales closing dates, states, practices, and types indicated in the following table.

PM-21-038: Hurricane Insurance Protection - Wind Index (HIP-WI) Changes Effective for the 2022 and Succeeding Crop Years for Crops with a Contract Change Date of June 30, 2021, or Later

Background

The Federal Crop Insurance Corporation Board of Directors approved the Hurricane Insurance Protection - Wind Index (HIP-WI) Endorsement, on November 15, 2019, for the 2020 crop year. It continues to be available for the 2022 crop year for both Catastrophic (CAT) and additional coverage for Common Crop Insurance Policy Basic Provisions policies, when provided in the actuarial documents, in counties near the Gulf of Mexico or Atlantic Ocean, as well as Hawaii.

The following changes are applicable for the 2022 and succeeding crop years:

PM-21-037: Area Risk Protection Insurance Basic Provisions and Common Crop Insurance Policy Basic Provisions Changes Effective for the 2022 and Succeeding Crop Years

Background

The Federal Crop Insurance Corporation (FCIC) amended the Area Risk Protection Insurance Basic Provisions (ARPI) and Common Crop Insurance Policy Basic Provisions (CCIP) for the 2022 and succeeding crop years for crops with a contract change date on or after June 30, 2021, and for all other crops, the changes are applicable for the 2023 and succeeding crop years, with the following changes:

PM-21-036: 2022 Appendix III - Standard Reinsurance Agreement and Livestock Price Reinsurance Agreement

Background

The 2022 Appendix III to the Standard Reinsurance Agreement and the Livestock Price Reinsurance Agreement (Appendix III) has been updated with approved modifications. Appendix III is available electronically via the Risk Management Agency (RMA) website at www.rma.usda.gov/policy-procedure/appendix-iiim-13-handbook-index under the Appendix III/M-13 directory.

Background
