MGR-20-019: 2021 Crop Year County Fall Crop Program Expansions

Background

The Federal Crop Insurance Corporation has expanded the number of counties where certain crops are insurable for the 2021 crop year having a June 30 contract change date. The following attachment, 2021 Expansion of Existing Fall Crop Programs, lists the expansion by crop, state, and county for permanently-established (non-pilot) programs.

Action

Approved Insurance Providers should advise producers of the expanded county crop programs for the 2021 crop year.

PM-20-047: 2019 Crop Year Supplemental Coverage Option (SCO) Final Area Yields and Final Area Revenues

In accordance with Section 10 of the SCO Endorsement, approved final area yields for 2019 crop year Buckwheat, Burley Tobacco, Cigar Binder Tobacco, Corn, Cucumbers, Dark Air Tobacco, Dry Beans, Fire Cured Tobacco, Flax, Flue Cured Tobacco, Grain Sorghum, Green Peas, Hybrid Corn Seed, Hybrid Seed Rice, Hybrid Sorghum Seed, Millet, Mustard, Peanuts, Popcorn, Processing Beans, Pumpkins, Rice, Sesame, Silage Sorghum, Soybeans, Sugar Beets, Sunflowers, Sweet Corn, and 11/30 Tomatoes will be available by close of business today in the following formats:

MGR-20-018: Conversion of the Grass Seed Program to Permanent Status

Background

The Grass Seed Insurance Program has been piloted to determine acceptance by producers as an effective and affordable risk management tool and to assure the program is actuarially sound. The Federal Crop Insurance Corporation Board of Directors (Board) granted approval for the conversion of the program from pilot to permanent status based on the favorable pilot program experience.

PM-20-045: Area Risk Protection Insurance Basic Provisions, Common Crop Insurance Policy Basic Provisions, and Coarse Grains Crop Provisions Changes Effective for the 2021 and Succeeding Crop Years

Background

The Federal Crop Insurance Corporation (FCIC) revised the Area Risk Protection Insurance (ARPI) Regulations, Common Crop Insurance Policy (CCIP) Basic Provisions, and Coarse Grains Crop Provisions for the 2021 crop year for crops with a contract change date on or after June 30, 2020. For all other crops the changes are applicable for the 2022 and succeeding crop years. The changes implement section 11122 of the Agriculture Improvement Act of 2018 (2018 Farm Bill) that required FCIC research and develop methods of adjusting for quality losses.

PM-20-044: Multi County Enterprise Unit (MCEU) Changes Effective for the 2021 and Succeeding Crop Years

Background

The Federal Crop Insurance Corporation (FCIC) revised the MCEU Endorsement for the 2021 and succeeding crop years for crops with a June 30, 2020, and later contract change date. The changes will provide greater flexibility for policyholders who elect enterprise units for both irrigated and non-irrigated practices and discover they do not qualify on or before the acreage reporting date.
