MGR-17-013.2

Background 

On September 1, 2017, the Risk Management Agency (RMA) issued MGR-17-013, Emergency Procedures for Crops Damaged by Hurricane Harvey, authorizing emergency procedures for all Texas and Louisiana counties impacted by Hurricane Harvey.

On September 11, 2017, RMA issued MGR-17-013.1 listing the impacted counties and parishes affected by Hurricane Harvey.

RMA is providing additional emergency procedures to ensure fair and consistent application of the Federal crop insurance program.

MGR-17-011

Background 

A hurricane warning has been issued for the Texas Gulf coast as Tropical Storm Harvey is expected to make landfall between August 25, 2017 and August 27, 2017. It is projected that some areas along the Gulf coast could receive twenty inches of rain or more in a short period of time. Insured producers in the impacted region have begun cotton harvest and are experiencing record yields. Cotton gins are unable to keep up with producers’ production and as a result, there are cotton modules stored in fields at risk of flooding.

The 2018 CY projected prices shown below are approved for the following plans of insurance: Yield Protection, Area Yield Protection, Revenue Protection, Area Revenue Protection, Revenue Protection with Harvest Price Exclusion, and Area Revenue Protection with the Harvest Price Exclusion.

PM-18-005

Background

The CEPP peanut factors necessary to establish the insured’s amount of protection under the peanut program for the 2018 CY are identified below. The factors are applied to the commodity prices for wheat, cotton, soybean oil, and soybean meal during the discovery period of February 1, 2018 to February 28, 2018. These factors apply only to states with a Sales Closing Date (SCD) of March 15, 2018.

The 2018 CY volatility factors shown below are approved for the Revenue Protection and Revenue Protection with Harvest Price Exclusion plans of insurance. The projected prices and volatility factors apply to policies with a January 31 sales closing date and are applicable for the crops, types, practices and states indicated below:

These factors apply only to states with a Sales Closing Date (SCD) of February 28, 2018.

MGR-17-017

Background

The Federal Crop Insurance Corporation has expanded the number of counties where certain crops are insurable for the 2018 crop year. The following attachment, 2018 Expansion of Existing Spring Crops Programs, lists the expansion by crop, state, and county for permanently-established (non-pilot) programs.

Action

Approved Insurance Providers should advise agents and in turn producers of the expanded county crop programs for the 2018 crop year to allow producers the opportunity to purchase crop insurance.
