The Federal Crop Insurance Corporation (FCIC) amended the HIP-WI Endorsement for the 2027 and succeeding crop years in all counties with an April 30, 2026, contract change date, or later, with the following changes:
Per section 6(b) and 6(c)(2) of the CLIP Policy Provisions, the CLIP policy will be canceled retroactively to the earliest cancellation date for the underlying Revenue Protection (RP) crop policies when an insured fails to meet the requirement to have at least two underlying RP crop policies with each RP crop policy having at least 10 percent of total RP crop liability.
The One Big Beautiful Bill Act (OBBBA), enacted on July 4, 2025, made changes to the Federal Crop Insurance Act. These changes include expanding benefits for beginning farmers and ranchers, increasing coverage options, and making crop insurance more affordable. With this bulletin, the Risk Management Agency (RMA) is implementing sections 10303(b) (Area Risk Coverage and Supplemental Coverage Option Interaction), 10501 (Beginning Farmer and Rancher Benefit), 10502 (Area Based Crop Insurance Coverage and Affordability), and 10504 (Premium Support) of the OBBBA.

On April 21, 2025, the International Best Track Archive for Climate Stewardship (IBTrACS) updated the dataset for the 2024 hurricane season in the north Atlantic basin. In accordance with Section 8(d) of the HIP-WI Endorsement and the Hurricane Data Provisions, the Risk Management Agency (RMA) reviewed the NOAA IBTrACS dataset for all cyclones in the 2024 season and performed a re-analysis.

The Risk Management Agency (RMA) developed HIP-WI in 2020 and TS in 2023. Since implementation, these programs have paid over $1.5 billion within a few weeks after each tropical cyclone. In 2024 alone, five hurricanes triggered $770 million in payments across nine states (Hurricanes Beryl, Debby, Francine, Helene, and Milton).
