PM-23-030: Connecticut Planning Regions Changes

Background

In 2020, the state of Connecticut provided a formal request to the Bureau of the Census to adopt the state’s nine planning regions as county-equivalent geographic units for purposes of collecting, tabulating, and disseminating statistical data, and replacing the eight counties, which ceased to function as governmental and administrative entities in 1960. The Bureau of the Census began implementing this change internally in 2022, and public data and geospatial products reflecting the change were subsequently released.

Background

The Risk Management Agency (RMA) derives prices for certain programs by applying factors to projected and harvest prices established in accordance with the Commodity Exchange Price Provisions (CEPP). The factors for organic oats and organic rye are provided below.

MGR-23-001: Suspension of Livestock Risk Protection 60-Day Ownership Requirement Due to Severe Drought

Background

Due to the continuing severe drought conditions impacting many parts of the nation, producers are struggling to find adequate supplies of feed or forage, causing them to market their livestock sooner than anticipated.

The Livestock Risk Protection (LRP) Basic Provisions requires livestock to be owned by the producer within the last 60 days of the insurance period or the endorsement is terminated with premium owed, but no indemnities payable.

PM-23-026: Hurricane Insurance Protection-Wind Index (HIP-WI) - Updated IBTrACS dataset for 2022 hurricane season

On May 15, 2023, the International Best Track Archive for Climate Stewardship (IBTrACS) updated the dataset for the 2022 hurricane season. In accordance with Section 9(d) of the HIP-WI Endorsement and the Hurricane Data Provisions, approved counties will have an updated payment flag and triggering event date available by close of business today in the following formats:
