Background 

Beginning with the 2012 crop year, the Risk Management Agency (RMA) added Quality Adjustment provisions to the Special Provisions of Insurance (Special Provisions) for Burley and Flue-Cured tobacco. In order to receive a quality adjustment, the tobacco must be graded by a tobacco grader who is employed by the Agricultural Marketing Service (AMS) in accordance with the USDA Official Standard Grades for Tobacco.

Background

Changes have been made to the Pulse Crop Revenue (PCR) program for the 2017 crop year as approved on June 3, 2016, by the Federal Crop Insurance Corporation Board of Directors. The major changes applicable to the Dry Bean Revenue (DBR) and Dry Pea Revenue (DPR) Endorsements and Insurance Standards Handbooks are indicated below.

Background

Section 522(c)(1) of the Federal Crop Insurance Act (Act) allows the Risk Management Agency (RMA) to conduct activities or enter into contracts to carry out research and development for underserved agricultural commodities, including specialty crops. Section 522(c)(2)(B) of the Act requires RMA to consult with groups representing producers of the agricultural commodity that would be served by a policy that resulted from this research and development effort, prior to beginning any work, in order to determine the interest level or concerns of producers.

Background 

The USDA and the Risk Management Agency (RMA) have received questions regarding the insurability of prevented planting claims in the State of California for the 2016 crop year.

Recently, RMA obtained information from the Department of the Interior about the on-going drought and the associated water reductions incurred by some California producers for the 2016 planting season.

Background 

The Risk Management Agency (RMA) issued Manager’s Bulletin MGR-08-003 on February 23, 2008 as a result of the United States Department of Agriculture Office of the Inspector General for Audit (OIG) titled, “2005 Emergency Hurricane Relief Efforts in Florida”. The audit identified instances that involved significant liability amounts where producers did not have or provide inventory records to support their PIVR.
