The 2017 CY harvest prices shown below are approved for the following plans of insurance: Revenue Protection, Area Revenue Protection, Revenue Protection with Harvest Price Exclusion, and Area Revenue Protection with the Harvest Price Exclusion. The harvest prices are applicable for the crops, sales closing dates, states, practices and types indicated in the following table.
On February 15, 2017, the Federal Crop Insurance Corporation Board of Directors (Board) approved policy changes, submitted by private submitters, to the Sugarcane Actual Production History (APH) plan of insurance for the 2018 crop year in accordance with Section 508(h) of the Federal Crop Insurance Act (Act).
The Malting Barley Endorsement to the Small Grains Crop Provisions approved under section 508(h) of the Federal Crop Insurance Act was implemented beginning with the 2016 crop year.

The 2018 Appendix III to the Standard Reinsurance Agreement and the Livestock Price Reinsurance Agreement (Appendix III) has been updated with approved modifications. The Risk Management Agency (RMA) published a Final Rule in the Federal Register on June 27, 2017, which revised provisions regarding replanting and double cropping in the Common Crop Insurance Policy Basic Provisions.
The Risk Management Agency (RMA) issued Manager’s Bulletin MGR-11-011 on July 26, 2011, authorizing the “One Sample Strategy (OSS)” for aflatoxin testing in approved Texas elevator facilities for the 2011 crop year. The Bulletin stated RMA would annually reauthorize the program. RMA held discussions with the Office of the Texas State Chemist (OTSC), Regional Offices, and other interested parties and received written summary results from OTSC to determine whether to continue the program beyond the 2011 crop year.
Hurricane Harvey has caused catastrophic damage in many counties in Texas and Louisiana. The Risk Management Agency (RMA), in conjunction with Approved Insurance Providers (AIPs), recognize the need for authorizing emergency loss adjustment procedures that will streamline certain loss determinations on specific crops to accelerate the adjustment of losses and issuance of indemnity payments to crop insurance policyholders in impacted areas.
On September 1, 2017, the Risk Management Agency (RMA) issued MGR-17-013, Emergency Procedures for Crops Damaged by Hurricane Harvey, authorizing emergency procedures for all Texas and Louisiana counties impacted by Hurricane Harvey.
On September 11, 2017, RMA issued MGR-17-013.1 listing the impacted counties and parishes affected by Hurricane Harvey.
RMA is providing additional emergency procedures to ensure fair and consistent application of the Federal crop insurance program.
On September 1, 2017, the Risk Management Agency (RMA) issued MGR-17-013, Emergency Procedures for Crops Damaged by Hurricane Harvey, authorizing emergency procedures for all Texas and Louisiana counties impacted by Hurricane Harvey.
Listing the impacted counties and parishes affected by Hurricane Harvey will further guide the Approved Insurance Providers in providing fair and consistent application of who qualifies for relief authorized by the emergency procedures outlined in MGR-17-013.
