In accordance with Section 8(e) of the HIP-WI Endorsement and the Hurricane Data Provisions, the Risk Management Agency (RMA) reviewed the NOAA CPC dataset and preformed a re-analysis of the 2023 cyclones up to September 2, 2023. The approved counties will have an updated payment flag and triggering event date available by close of business today in the following formats:
I. BACKGROUND
Beginning in February 2022, the Risk Management Agency (RMA) allowed written agreements for a new relay cropping practice for soybeans seeded into a small grain crop through Manager’s Bulletin MGR-22-002 and, subsequently, through MGR-22-009 for the 2023 crop year. This MGR replaces MGR-22-009 beginning with the 2024 crop year.

For the Common Crop Insurance Policy and Area Risk Protection Insurance, the Risk Management Agency (RMA) approved 2023 CY harvest prices for insurance offers with a harvest price discovery period of November 1, 2023, through November 30, 2023. These values may be viewed in the attachment and on RMA’s Price Discovery portal, located here: public-rma.usda.gov/apps/PriceDiscovery.
The Risk Management Agency (RMA) is required annually, in accordance with Appendix C of the Office of Management and Budget (OMB) Circular No. A-123, Requirements for Effective Estimation and Remediation of Improper Payments dated October 20, 2014, to estimate and report an improper payment rate for the Federal crop insurance program. RMA recently completed its field review of policies for the Fiscal Year (FY) 2023 (Reinsurance Year (RY) 2021) reporting period and is currently reviewing policies for the FY2024 (RY2022) reporting period.
The Federal Crop Insurance Corporation has expanded the number of counties where certain crops are insurable for the 2024 crop year having a November 30 contract change date. The following attachment lists the county crop program expansion by crop, state, and county.
Approved Insurance Providers should advise producers of the expanded county crop programs for the 2024 crop year.
