PM-16-032: Notice of Request for Input Regarding the Intent to Research and Develop a Garlic Federal Crop Insurance Program

Background

Section 522(c)(1) of the Federal Crop Insurance Act (Act) allows the Risk Management Agency (RMA) to conduct activities or enter into contracts to carry out research and development for underserved agricultural commodities, including specialty crops. Section 522(c)(2)(B) of the Act requires RMA to consult with groups representing producers of the agricultural commodity that would be served by a policy that resulted from this research and development effort, prior to beginning any work, in order to determine the interest level or concerns of producers.

MGR-16-003: Prevented Planting due to Reduced Irrigation Water Allocations for California for 2016 Crop Year

Background 

The USDA and the Risk Management Agency (RMA) have received questions regarding the insurability of prevented planting claims in the State of California for the 2016 crop year.

Recently, RMA obtained information from the Department of the Interior about the on-going drought and the associated water reductions incurred by some California producers for the 2016 planting season.

MGR-16-002: Documentation to Support Nursery Plant Inventory Value Report (PIVR) and Claims for Indemnity

Background 

The Risk Management Agency (RMA) issued Manager’s Bulletin MGR-08-003 on February 23, 2008 as a result of the United States Department of Agriculture Office of the Inspector General for Audit (OIG) titled, “2005 Emergency Hurricane Relief Efforts in Florida”. The audit identified instances that involved significant liability amounts where producers did not have or provide inventory records to support their PIVR.

COM-16-004: AIP Dispute Request Requirements

Background

7 C.F.R. § 400.169(b) outlines the appeals process for compliance matters. If the approved insurance provider (AIP) believes that the Risk Management Agency (RMA) Regional Compliance Office rendered a final finding not in accordance with applicable laws, regulations, or FCIC approved policy and procedure, the AIP may request the Deputy Administrator for Compliance to make a final administrative determination.

PM-16-030: Commodity Exchange Price Provisions for the 2017 and Succeeding Crop Years

Background

The Commodity Exchange Price Provisions (CEPP) are used in conjunction with either the Common Crop Insurance Policy Basic Provisions or the Area Risk Protection Insurance Basic Provisions, along with Crop Provisions for the following crops: barley, canola/rapeseed, corn, cotton, grain sorghum, rice, soybeans, sunflowers and wheat.

The CEPP specifies how and when the projected and harvest price components will be determined. The CEPP contains two sections:

PM-16-029: High-Risk Alternative Coverage Endorsement Modifications – 2017 and succeeding crop years

Background

The Federal Crop Insurance Corporation Board of Directors (FCIC Board) approved the High-Risk Alternative Coverage Endorsement (HR-ACE) on March 1, 2012. The HRACE is a privately-developed product that was submitted to the FCIC Board under Section 508(h) of the Federal Crop Insurance Act. The only unit structures initially available for HR-ACE were basic and optional units. On February 5, 2015, the Board approved enterprise units beginning with the 2017 crop year.

PM-16-028: California Prune Counties - 2016 Crop Year Prune Reference Date and Average Dry Count per Pound

Background

This Informational Memorandum establishes the 2016 crop year Prune Reference Date and provides Approved Insurance Providers with the average dry prune count per pound for calculating second-period immature prune appraisals.

Each year the Davis Regional Office (DRO) establishes the Prune Reference Date. This date occurs one to two weeks after prune pit tip hardening when 80 to 90 percent of the seed shows the presence of endosperm, a clear jelly-like substance at the bloom end of the seed.
