PM-16-063: 2017 Crop Year Commodity Exchange Price Provisions (CEPP) – Peanut Factors - January 31, 2017 Sales Closing Date

Background

The CEPP peanut factors necessary to establish the insured’s amount of protection under the peanut program for the 2017 CY are identified below. The factors are applied to the commodity prices for wheat, cotton, soybean oil, and soybean meal during the discovery period of December 15, 2016 to January 14, 2017. These factors apply only to states with a Sales Closing Date (SCD) of January 31, 2017.

The 2016 CY harvest prices shown below are approved for the following plans of insurance: Revenue Protection, Area Revenue Protection, Revenue Protection with Harvest Price Exclusion and Area Revenue Protection – Harvest Price Exclusion. The harvest prices are applicable for the crops, practices, sales closing dates and states indicated in the following table.

MGR-16-010: Conversion of Federal Crop Insurance Corporation (FCIC) Crop Insurance Products from Pilot to Permanent Status

Background 

FCIC identifies pilot programs as those being tested to determine whether they are accepted by producers as effective and affordable risk management tools and to assure they are actuarially sound. Once testing is complete, the FCIC Board of Directors (Board) votes whether to make the program permanent in accordance with procedures found in the document titled Risk Management Agency Permanent and Pilot Designations at www.rma.usda.gov/policy-procedure/crop-policies.

MGR-16-009: 2017 Crop Year Texas Citrus Fruit Claims

Background 

Processing of citrus juice in the Rio Grande Valley of Texas generally begins in December when harvest commences and terminates in May when harvest ends. When insured citrus fruit is damaged from December through May, market prices are generally available for settling claims. Market prices are generally unavailable for settling claims when insured citrus fruit is damaged from June through November and citrus juice processing is not in operation.

PM-16-061: Stacked Income Protection Plan (STAX) Modifications

Background

The Agricultural Act of 2014 (Farm Bill) instructed the Risk Management Agency (RMA) to offer the Stacked Income Protection Plan of Insurance (STAX) to upland cotton producers which became effective for the 2015 insurance year and was available in all counties where insurance for upland cotton is available (see MGR-14-011).

After considering feedback and input from various program participants, RMA is making the following modification to the STAX program:
