MGR-19-003: Eligibility for the Crop Year 2019 Supplemental Coverage Option Regarding Elections for Agriculture Risk Coverage and Price Loss Coverage

Background

Producers have the option to elect either Agriculture Risk Coverage (ARC) or Price Loss Coverage (PLC) for each Farm Number and crop at Farm Service Agency (FSA) Service Centers to receive benefits. The Agriculture Improvement Act of 2018 (2018 Farm Bill) allows producers to make an election in 2019, which covers the 2019 and 2020 crop years. FSA has not announced election dates currently.

MGR-19-002: Insurability of Hemp Under the Whole-Farm Revenue Protection Plan During the 2019 Crop Year

Background

The Agriculture Improvement Act of 2018 (Farm Bill) altered the legal status of Cannabis sativa L. (cannabis) with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis. Specifically, the Farm Bill amended the Controlled Substances Act (CSA) and Agricultural Marketing Act of 1946 (AMA) to address how industrial hemp is to be defined and regulated at the Federal level. Prior to passage of the Farm Bill, any form of cannabis was a controlled substance under the CSA.

IS-19-001: Nursery Catalog Submissions for the 2019 and Subsequent Reinsurance Years

Background

The Risk Management Agency (RMA) modified the Regional Office Exceptions (ROE) system to store documents and other information for nursery catalogs, eliminating the need to use the Legacy SharePoint site for catalog submissions.

For the 2019 and subsequent Reinsurance Years (RY), Approved Insurance Providers (AIPs) will submit all nursery catalogs through the ROE system using the existing R35 lite method described in the 2019 Appendix III to the Standard Reinsurance Agreement.

PM-19-010: Subpart X - Interpretations of Statutory Provisions, Policy Provisions, and Procedures

Background

The Federal Crop Insurance Corporation (FCIC) finalized the General and Administrative Regulation, Subpart X - Interpretations of Statutory Provisions, Policy Provisions, and Procedures, to incorporate interpretations of procedures previously issued and administered in accordance with Manager’s Bulletin MGR–05–018, and to provide a mechanism for interpretations of policy provisions that are not codified in the Code of Federal Regulations.
