MGR-21-003: COVID-19 Pandemic Cover Crop Program (PCCP)

Background

Challenges of the pandemic made it financially difficult for many producers to maintain cover crop systems. On behalf of the Federal Crop Insurance Corporation, RMA is creating the Pandemic Cover Crop Program (PCCP) to help agricultural producers impacted by the effects of the COVID-19 outbreak. This program is part of the Pandemic Assistance for Producers initiative funded by the Consolidated Appropriations Act of 2021, which provides financial support for agricultural producers impacted by the pandemic.

PM-21-027: California Prune Counties – 2021 Crop Year Prune Reference Date and Average Dry Count per Pound

Background

This Bulletin establishes the 2021 crop year Prune Reference Date. In addition, it provides Approved Insurance Providers with the average dry prune count per pound for calculating second-period immature prune appraisals.

Each year the Davis Regional Office (DRO) establishes the Prune Reference Date. This date occurs one to two weeks after prune pit tip hardening when 80 to 90 percent of the seed shows the presence of endosperm, a clear jelly-like substance at the bloom end of the seed.

PM-21-026: Price B for Cotton Quality Adjustment

Background

In accordance with the Special Provisions, Price B will be established by adding premiums and/or discounts associated with the predominant cotton quality characteristics, as determined by the Farm Service Agency, to the Upland and Extra Long Staple (ELS) Cotton National Average Loan Rates. The predominant quality characteristics of cotton in each state are determined from the most recent three years of Agricultural Marketing Service cotton classing data.

MGR-21-002: Prevented Planting (PP) “1-in-4” Planted Requirement for the 2021 and Succeeding Crop Years

Background

Starting in 2012, RMA published the “1-in-4” requirement as a Special Provisions statement in several states in the Prairie Pothole Region (Iowa, Minnesota, Montana, North Dakota, and South Dakota). For the 2021 crop year, RMA expanded the “1-in-4” requirement nationwide by adding language to section 17(f)(8)(i)(E) of the Common Crop Insurance Policy, Basic Provisions (CCIP), and removing the corresponding Special Provisions statement.

COM-21-002: Managers Bulletin MGR-19-021 Appendix A Update

Background

On July 16, 2019, the Risk Management Agency (RMA) issued Manager’s Bulletin MGR-19-021 Agriculture Risk Protection Act (ARPA) List Review Standards. This guidance provides clear expectations of what actions AIPs are to perform regarding the Agriculture Risk Protection Act (ARPA) List, including specific actions AIPs are to take with respect to agents and adjusters identified on the ARPA List. The guidance also instructs AIPs how those actions, along with the results, should be reported to RMA.

Final Agency Determination: FAD-302

Subject: Request dated March 18, 2021, to the Risk Management Agency (RMA) requesting a Final Agency Determination for the 2018 crop year regarding the interpretation of section 14(d)(1) of the Common Crop Insurance Policy Basic Provisions (Basic Provisions), published at 7 C.F.R. § 457.8. This request is pursuant to 7 C.F.R. § 400, subpart X.

PM-21-025: Northern Potato Crop Insurance Endorsements – Quality Endorsement; Processing Quality Endorsement; Certified Seed Endorsement; Storage Coverage Endorsement Changes Effective for the 2022 and Succeeding Crop Years

Background

The Federal Crop Insurance Corporation (FCIC) amended the Northern Potato Crop Insurance – Quality Endorsement; Processing Quality Endorsement; Certified Seed Endorsement; Storage Coverage Endorsement. For the 2022 and succeeding crop years, premium for these endorsements will no longer be charged on acres prevented from planting.

PM-21-023: Forage Seeding Crop Provisions Changes Effective for the 2022 and Succeeding Crop Years

Background

The Federal Crop Insurance Corporation (FCIC) amended the Forage Seeding Crop Provisions for the 2022 and succeeding crop years in response to comments received on the Final Rule published in the Federal Register on April 30, 2020, to clarify the later spring sales closing date applies in counties with both fall and spring-planted practices if a producer does not plant any “insurable” fall planted acreage.
