COM-21-004: Appendix IV Guidance for Pasture, Rangeland, Forage (PRF) Quality Assurance Reviews and additional 30 days to complete Rainfall Index (RI) reviews

Background

During a 2020 Pasture, Rangeland, Forage Program Review, Compliance identified several instances where the point of reference (POR) was not accurately reported. RMA issued COM-20-007 identifying our concerns and reminded Approved Insurance Providers (AIPs) and their agents must ensure that policyholders: 1) correctly report their PORs on the acreage report; and 2) identify a POR located in both the intended insured acreage and grid ID. Additionally, AIPs must report all applicable PORs through PASS.

MGR-21-012: 2022 Crop Year County Perennial Crop Program Expansions

Background

The Federal Crop Insurance Corporation has expanded the number of counties where certain crops are insurable for the 2022 crop year having an August 31 thru October 31 contract change date. The following attachment, 2022 Expansion of Existing Perennial Crop Programs, lists the expansion by crop, state, and county for permanent (non-pilot) program.

Action

Approved Insurance Providers should advise producers of the expanded county crop programs for the 2022 crop year.

MGR-21-011: Emergency Flexibilities for Producers Impacted by Hurricane Ida

Background

Hurricane Ida, a Category 4 hurricane, damaged infrastructure in parts of Louisiana, impacting transportation, electricity and other utilities, and communications. Additionally, some producers are required to make changes to their existing crop insurance policies to meet the linkage requirements for the Farm Service Agency (FSA) Quality Loss Adjustment (QLA) program and Wildfire and Hurricane Indemnity Program-Plus (WHIP+).

MGR-21-010: COVID-19 Relief

Background

The Risk Management Agency (RMA) issued Manager’s Bulletins to provide program flexibilities recognizing the potential impact and challenges due to COVID-19. Previously issued Manager’s Bulletins providing COVID-19 relief continue to apply through the effective dates as provided. For example, the COVID-19 flexibilities provided in MGR 20-030 continue to apply through calendar year 2021 without regard to issuance of this bulletin.
