PM-22-014: Pandemic Cover Crop Program for 2022
Background
The Federal Crop Insurance Corporation (FCIC) announced the Pandemic Cover Crop Program (PCCP) for 2022. The program functions the same as PCCP for 2021 with the following changes:
MGR-22-002: New Relay Cropping Practice Insurable by Written Agreement for Soybeans Seeded into a Small Grain Crop for the 2022 and Succeeding Crop Years
Background
Climate change, soil degradation, and depletion of natural resources are becoming prominent challenges for crop productivity and environmental sustainability in modern agriculture. Producers using conventional farming systems have limited choices available to cope with these issues. RMA has received questions from policyholders and Approved Insurance Providers on whether relay cropping is an insurable practice.
Relay cropping is defined as:
MGR-21-004: Prevented Planting (PP) Cover Crop Relief
Background
Widespread weather events such as flooding, excessive rainfall, and drought over recent years have resulted in significant prevented planting claims under the Federal crop insurance program. Given these extreme weather patterns and the need to provide producers ample opportunities to protect the nation’s natural resources, the Risk Management Agency has re-evaluated the interaction between cover crops and the Federal crop insurance program.
MGR-21-003: COVID-19 Pandemic Cover Crop Program (PCCP)
Background
Challenges of the pandemic made it financially difficult for many producers to maintain cover crop systems. On behalf of the Federal Crop Insurance Corporation, RMA is creating the Pandemic Cover Crop Program (PCCP) to help agricultural producers impacted by the effects of the COVID-19 outbreak. This program is part of the Pandemic Assistance for Producers initiative funded by the Consolidated Appropriations Act of 2021, which provides financial support for agricultural producers impacted by the pandemic.
MGR-20-022: Prevented Planting Cover Crop Relief
Background
Flooding and excessive rainfall in parts of the country have resulted in a significant amount of prevented planting claims under Federal crop insurance. Given these extraordinary weather events and the need for animal feed, flexibility around the use of a cover crop planted on prevented planted acreage for haying, grazing and cutting for silage, haylage and baleage has become necessary.
MGR-19-015: Prevented Planting Cover Crop Relief
Background
Historical flooding and excessive rainfall throughout much of the country will likely lead to an unprecedented amount of prevented planting claims under Federal crop insurance. Given these extraordinary events and the need for animal feed in many parts of the country, flexibility around the use of a cover crop planted on prevented planted acreage for haying, grazing, and cutting for silage, haylage, and baleage has become necessary.
MGR-18-004: Deviations from NRCS Cover Crop Termination Guidelines
Background
The Risk Management Agency (RMA) allows for deviations from the Natural Resources Conservation Service (NRCS) Cover Crop Termination Guidelines (NRCS Guidelines) via a Special Provisions statement, which states:
