Fire Insurance Protection-Smoke Index

BACKGROUND:

The Federal Crop Insurance Corporation (FCIC) is updating multiple crop insurance policies beginning with the August 31, 2026, contract change date. These changes are effective beginning with the 2027 crop year for all crops, except the Actual Revenue History (ARH) changes for crops insurable under the ARH Citrus Crop Provisions and the Arizona-California Citrus Crop Provisions are effective beginning with the 2028 crop year.

In accordance with Section 8 of the FIP-SI Endorsement and Smoke Index Data Provisions, heavy smoke days and payment factors will be available by the close of business today in the following formats:

• Actuarial Data Master

Attachment A provides a map and table of the 2025 heavy smoke days for each county with a FIP-SI offer.

BACKGROUND:

The One Big Beautiful Bill Act (OBBBA), enacted on July 4, 2025, made changes to the Federal Crop Insurance Act. These changes include expanding benefits for beginning farmers and ranchers, increasing coverage options, and making crop insurance more affordable. With this bulletin, the Risk Management Agency (RMA) is implementing sections 10303(b) (Area Risk Coverage and Supplemental Coverage Option Interaction), 10501 (Beginning Farmer and Rancher Benefit), 10502 (Area Based Crop Insurance Coverage and Affordability), and 10504 (Premium Support) of the OBBBA.
