2019 Standard Reinsurance Agreement (SRA) and 2019 Livestock Price Reinsurance Agreement (LPRA)

The Risk Management Agency (RMA) has released the 2019 Standard Reinsurance Agreement (SRA) and Appendices I, II, and IV, and the 2019 Livestock Price Reinsurance Agreement (LPRA) and Appendices I, II, and IV, which become effective July 1, 2018. The documents are located on the RMA website at www.rma.usda.gov/pubs/ra/. The draft Appendix III that provides standards, procedure and instructions for reporting data to RMA will be issued by May 2018.

The following revisions/additions were made:

1)The SRA and LPRA Appendix I, Section III, “Anti- Lobbying” reference to 7 C.F.R.part 3018 was corrected to 2 C.F.R. part 418.

2)The SRA and LPRA Appendix I, Section XII, “Sanctioned Persons” reference to 7C.F.R. part 3017 was corrected to 2 C.F.R. part 180.

3)The “Guidance for Updating the SRA Appendix IV Review Matrix” has been added to the website. The guidance reflects the rationale and criteria used to construct the Review Matrix as published in Informational Memorandum COM-17-003.

Otherwise, the SRA and LPRA for the 2019 reinsurance year have not changed from the prior year. Companies wishing to participate during the 2019 reinsurance year must submit a signed copy of the applicable agreement and the Plan of Operation exhibits, to RMA by April 2, 2018.
