Additional Emergency Procedures for Crops Damaged by Excessive Rainfall and Catastrophic Flooding
Background

On July 21, 2023, the Risk Management Agency (RMA) issued MGR-23-002, Emergency Procedures for Crops Damaged by Excessive Rainfall and Catastrophic Flooding, authorizing emergency procedures for all counties in Connecticut, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont.

Since the issuance of MGR-23-002, RMA has received requests for emergency procedures for an additional crop as the impact of the excessive rainfall and catastrophic flooding has evolved.

Action

RMA authorizes Approved Insurance Providers (AIPs) to use the following additional emergency procedures in all counties in Connecticut, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont to assist impacted policyholders and increase efficiency of AIP services and determinations:

  1. For Tobacco, AIPs have the discretion to waive the stalk inspection on a case-by-case basis.

RMA will continue to monitor the situation and issue additional emergency procedures, if necessary.
