Expanding Access to Risk Protection (EARP) Final Rule Changes Effective for the 2026 and Succeeding Crop Years

BACKGROUND:

The Risk Management Agency (RMA) issued Product Management Bulletin PM-25-072 on December 3, 2025, announcing changes to several policies under the EARP Final Rule. In accordance with PM-25-072, RMA is releasing the revised Fresh Market Tomato (Dollar Plan) Crop Provisions, which has an April 30, 2026, contract change date.

ACTION:

The Fresh Market Tomato (Dollar Plan) Crop Provisions (27-0086) will be available today on the RMA website at www.rma.usda.gov.

AIPs must notify producers of these changes at least 30 days prior to the cancellation date, as required by the policy.

Interested producers should contact a crop insurance agent for further information. A list of agents can be found on the RMA website at www.rma.usda.gov/Tools-Reports/Agent-Locator.
